How to engage Bellbird
Practical procurement pathways for Australian Government agencies.
Bellbird Solutions is an Australian SME providing senior advisory support to government.
There are several practical and compliant pathways through which Bellbird may be engaged, depending on your entity’s procurement requirements, internal policies and approval frameworks.
Engagement pathways
-
Lower-value procurements
For lower-value procurements, officials may have flexibility to engage Bellbird directly through appropriate procurement processes, subject to internal delegations and entity procurement requirements.
This pathway may suit short advisory engagements, targeted reviews, business case support or rapid problem-solving.
Relevant CPR references: CPR 4, CPR 5, CPR 9.1–9.7
-
Australian SME procurement flexibility
Bellbird is an Australian SME and may be engaged through procurement pathways supported by the SME exemption under the Commonwealth Procurement Rules, subject to agency requirements.
This pathway may suit advisory engagements, transformation support, capability uplift and delivery advisory.
Relevant CPR references: Appendix A — Exemption 17, CPR 3.12, CPR 9.11
-
Established procurement arrangements
Where agencies prefer to procure through existing panel or standing offer arrangements, Bellbird can be engaged through established delivery partner arrangements.
This can provide a practical pathway where existing procurement mechanisms are preferred, timeframes are compressed or established contracting arrangements are required.
If this pathway is preferred, Bellbird can discuss relevant partnership arrangements and the most appropriate engagement model.
-
Flexible procurement channels
Bellbird may also be engaged through recognised procurement intermediaries, such as SME Gateway, where channel-based procurement is preferred.
If your organisation prefers this approach, Bellbird can discuss the most appropriate pathway.

-
Expanding procurement pathways
Bellbird is actively pursuing participation in upcoming Commonwealth panel refreshes to expand direct procurement pathways for agencies.
In the meantime, Bellbird remains accessible through the pathways outlined above.
Procurement confidence
Bellbird understands Commonwealth procurement requirements and works pragmatically with agency procurement teams to support compliant engagement.
Procurement pathway selection remains the responsibility of the procuring entity and must align with:
Commonwealth Procurement Rules
internal procurement policies
delegated authorities
procurement-connected policies
This information is general in nature and does not constitute procurement advice. Agencies should apply their own procurement policies, delegations and legal advice where required.
